1.6: HQ range is part of the Supply trace? meaning it must avoid EZOCS, Prohibited terrain, etc. Or is it # of hexes in all directions?

A: See 1.6b and 1.6d. The range is in hexes and Prohibited terrain, enemy units and unnegated EZOCs block supply trace.

VP control

1.6: I take it that occupying a VP hex during the Cease Fire Phase is required

A No, Note that the rules say "control" and: Control being defined as being the side that occupies, or is last to occupy the hex, with a friendly unit that can currently trace Supply So, if the Israeli player was the last player to move into a VP hex, the Israeli player gets the VP. Or, if the Israeli player is sitting on the VP hex, in supply then, the Israeli player also would get the VP.
